VEAP is here to support renters in our community during this challenging time. VEAP’s current service area for rental assistance includes Bloomington, Richfield, Edina, and those living in the zip codes of 55410, 55419, and 55417. Please call 211 to locate the nearest provider to you if you live outside this area. These funds do not need to be repaid. To request assistance in paying your rent, please carefully read the following guidance on this page.
All applicants must complete a pre-screening assessment by calling us at 952.888.9616 and leaving a message or filling out the electronic application below. Housing applications are processed throughout the month, and a Housing Specialist will call you when it is time to complete the process. If you are approved for assistance, your landlord may not receive payment before or by the day your rent is due. You can inform your landlord that you have applied and are awaiting a call of determination.
Note that if you do not meet the qualifications listed here, we still may be able to help if you live within our service area. All applicants will require a full financial screening by our social services team and not everyone who is under income limits will automatically qualify.
Please note that applications for FUTURE rent will only be processed during the 10 days leading up to the month (i.e. March rent requests are processed starting February 21st). We request that you apply for current and past months only.
Eligibility for rent assistance
VEAP has multiple sources of funding for our rental assistance program with varying criteria. The following guidelines apply to most of our funding sources.
Please note: answering “yes” to all of the eligibility guidelines does not guarantee rent assistance. A Housing Specialist will complete a full assessment with you over the phone, so please make sure to leave valid contact information when you call or email us.
- You live within the city of Bloomington, Richfield, Edina or South Minneapolis zip codes of 55410, 55419, or 55417.
- Household income and expenses must meet program guidelines.
- Must have a COVID-19 related housing crisis (including loss of income, becoming ill, taking care of another person, child care/school issues, etc.) OR another significant crisis
VEAP does not require proof of citizenship.

Call our main number: 952-888-9616 and follow the prompts or fill out an application online. Housing applications are processed throughout the month, and a Housing Specialist will call you when it is time to complete the process.
Please make sure the phone number you provide is able to receive incoming calls and the voicemail box is set up and able to receive new messages.
